Dorai,
At WOT the propperly adjusted PG should upshift at 45-47 mph. Setting the
idle alone will not effect this. Start form scratch an disconnect the carb
linkage as discribed in the manuals tune-up section. Holding the cross shaft
linkage at WOT, pull the TV rod fully rearward ( you'll find a heavy
resistance on the last inch of travel). Adjust the swivel pin so that it
lines up with the hole in the cross shaft and connect. Now go through the
entire carb sync proceedure as outlined in the manual. This should solve any
harsh shifting and get the idle down to where it should be. If it's still
present, you could have a vacuum leak somewhere.
